There's no fixed opening time for this since it's a private shoot built around you and the light. The two slots people ask for most are sunrise, when the balloons are up and the sky is soft, and the hour before sunset for that warm golden glow. Both fill quickly, so book ahead to lock in the time you want. Your photographer plans the route around the spots you're after.

On what to wear, comfort comes first. You'll be walking on uneven ground, so bring shoes you can move in. Bold colors and flowy shapes photograph well against the rock and valleys, and the satin flying dress that comes with the shoot is made for exactly that kind of shot.
